I’m not concerned that no one will mine the chain. What I am worried about is that if the difficulty goes too low, a malicious actor can more cheaply obtain 51% hash power and attack the chain by, for example, mining empty blocks, censoring transactions, or doing deep reorgs. (i.e. > 6 block reorgs)
